Okay I realize this might be a really silly question but I was wondering when foals constantly swish their tails is that a voluntary or involuntary action? And does it mean they're mad, or happy or what? LOL Some of them are like little propellers and I can't figure out why they do it.

I did a little research and here are some deTAILS I came up with.
The reason a foal swishes it's tail depends on the situation at the time.
If the foal is nursing and swishing his tail he is most likely showing aggresion saying this is my milk or leave me alone I'm busy.
If he is sleeping and swishing his tail he is probably dreaming about saying this is my milk or leave me alone I'm sleeping.
If he is just standing swishing his tail he is probably fanning his fanny trying to cool off of swatting at flies.
If he's running and playing and swishing his tail then he is probably trying to show off or trying to be the boss.
