Its used to make the neck and throatlatch more refined. Its mostly used for halter horses. Im sure there is someone who can give a better explanation.

It´s a showring preparation tool. It is used to make the whole neck or certain areas of the neck sweat more than others and lose fat to make the neck look longer and slender - artificially. The neck is often cured with some substance and tightly wrapped for some time.
While I don´t want to judge it´s ethics (creating an illusion of something that is not there) or necessity, it´s a fact that a sweated neck may be one "must have´s" to be competetive in (primarily halter) shows of some breeds.
If used with concern for the animals well being it isn´t harmful (other than probably causing some temporary discomfort). The problems start where the "neck mania" goes all the way to electro shocks or caustic substances that may burn the skin. However, I think most individuals would not consider taking it that far.
Does this help? Emma
