This may seem like a silly question but for someone who does not own a horse i am not sure what they mean. What does it mean when people talk about a mounted saddle?

I have no earthly idea. 35 years with horses, and I can't say I've ever heard the phrase. Could it perhaps be "Mountie saddle", and be some Canadian thing? Then again, having them in the backyard isn't the same as reading up and keeping current, so this may make perfect sense to somebody.

it just means comes with girth and stirrups and not just a saddle. . Ready to put on your horse.
